Where every county’s hazard plan stands

Eleven counties, eleven plans, one list on GHRPC’s website. Here is that list as a map, a table you can sort and a draft you can open, with a plain-language summary beside it.

Why every county needs a plan

The Federal Emergency Management Agency defines hazard mitigation as “any sustained action taken to reduce or eliminate the long-term risk to human life and property from hazards.” It works best when it rests on a plan written before a disaster, not after one.

That plan is not optional. FEMA requires every county to have an adopted all-hazards mitigation plan to be eligible for federal hazard mitigation funds. The Disaster Mitigation Act of 2000 made plans a condition of those grants.

Missouri’s State Emergency Management Agency (SEMA) partners with the regional planning commissions to help counties write them: countywide, multi-jurisdictional, multi-hazard plans. In the Green Hills region, that work runs through GHRPC.

The map

Each county is shaded and labeled with its status, word for word from GHRPC’s list. Select a county to jump to its row in the table.

  • 2025 Approved solid green · 1 county
  • 2025 draft striped · 7 counties
  • (2025) dotted · 1 county, status not stated
  • No year given plain · 2 counties

Status is never shown by color alone: every county carries its status in words, and each shade has its own pattern.

Every county, in a table

Sort by any column. The table says everything the map says, in words.

We describe the draft; we don’t summarize its contents, because we haven’t read the PDF. On the live site, staff write a two-line summary of the contents when they upload it.

Our proposal

How this page stays true on the live site

Staff keep one record per county: its status, its latest draft and its meetings. The map, the numbers and the table are all drawn from that record, so they can’t disagree. When Amanda exports updated boundaries or layers from ArcGIS Pro, the map redraws from the export, with no embedded map service to load.
